BIS Launches Export Controls Initiative for Universities

BIS Launches Export Controls Initiative for Universities

The U.S. Department of Commerce's Bureau of Industry and Security (BIS) has launched a voluntary partnership with universities to enhance export controls in academia. The Export Enforcement Academic Outreach Initiative aims to provide resources and guidance in navigating complex regulations and assessing potential collaborators.

The Initiative's Policy Memo is now available online. BIS is currently identifying universities for prioritized outreach, with engagement expected to commence later this year. These institutions will be selected based on their involvement in high-risk research, ties to foreign universities on the Entity List, or work in sensitive technologies subject to the Export Administration Regulations (EAR).

Assistant Secretary for Export Enforcement, Thea Axelrod, announced four key efforts of the Initiative. These include providing background briefings on national security risks, assigning Outreach Agents to prioritized institutions, offering trainings on export controls, and screening methods for potential partners. BIS will serve as a resource for universities, helping them understand and comply with export controls. The Initiative strategically focuses on institutions conducting high-risk research or collaborating with foreign entities. Through trainings and regular meetings, BIS aims to strengthen export enforcement in academia.
