In a significant development in global trade relations, President Donald Trump announced a trade agreement with Vietnam on Wednesday, July 2, 2025. The agreement, which comes ahead of a self-imposed July 9 deadline, aims to balance trade benefits for both countries.

Under the terms of the agreement, the United States will impose a 20% tariff on all Vietnamese exports entering the U.S. market. This rate is double the previous minimum tariff and significantly higher than before. There will also be a 40% tariff on "transshipping" – goods from a third country that are routed through Vietnam to the U.S.

In return, Vietnam will provide the U.S. with "total access" to its market, allowing American goods to enter Vietnam at zero tariff. This move effectively opens Vietnam's market to U.S. exports tariff-free.

The deal is seen as a strategic measure to manage global trade tensions and boost U.S. exports, particularly in sectors like agriculture and aerospace. However, it may pose challenges for U.S. consumers and retailers due to increased costs from tariffs.

Vietnam is planning domestic reforms to mitigate tariff impacts and enhance its manufacturing capabilities. The country, which is among the top sources of goods the U.S. imported last year, shipping $137 billion worth of goods, has seen a surge in imports due in part to higher tariffs imposed on Chinese goods by the Trump administration.

The S&P 500 was up 0.38% by mid-afternoon, hitting a new intraday record, and the tech-heavy Nasdaq Composite gained 0.82%. The blue-chip Dow was down 0.1% but pared earlier losses after Trump's post. Shares of companies reliant on Vietnam, such as Nike, Lululemon, and Columbia Sportswear, increased immediately after Trump announced the deal.

It's unclear if the deal is finalized or if Vietnam has agreed to the terms announced by Trump. The White House has yet to publish any material detailing the trade agreement with Vietnam. According to U.S. Deputy Treasury Secretary Michael Faulkender, the press release regarding the agreement is expected to be released by the end of the trading day (4 p.m. ET).

General Secretary Tô Lâm proposed that the U.S. soon recognize Vietnam as a market economy and lift export restrictions on certain high-tech products during a phone call with Trump. Trump stated that Vietnam will provide the United States with total access to their markets for trade.
