In a move that has sparked international concern, Russia launched Cosmos 2576, a satellite reportedly capable of inspecting and potentially attacking other satellites in low Earth orbit on May 16, 2024. The launch has raised questions about compliance with the 1967 Outer Space Treaty, but it does not necessarily constitute a violation of the treaty.

The Outer Space Treaty, a cornerstone of international space law, prohibits the placement of nuclear weapons or other weapons of mass destruction in orbit and forbids establishing military bases, testing weapons, or conducting military maneuvers on celestial bodies. However, it does not explicitly ban conventional weapons or the use of satellites for potentially aggressive military purposes.

Cosmos 2576's capability to inspect or possibly attack satellites suggests it could be used as an anti-satellite weapon, but such behavior, while destabilizing, is not directly prohibited by the treaty. US intelligence suspects that Cosmos 2576 was launched to closely match the orbit of a US reconnaissance satellite, indicating a role in satellite inspection or interference.

Although the maneuvering and potential targeting of satellites might violate the spirit of peaceful use of outer space, there is no international consensus or specific clause in the 1967 treaty explicitly forbidding such maneuvers.

The United States Space Force denounced the satellite project by Russia in November 2023, citing potential intentional collisions between satellites. Maj. Gen. Patrick S. Ryder, a Pentagon spokesman, stated that they will continue to monitor the situation and are responsible for protecting and defending the space domain.

The development and deployment of anti-satellite weapons by Russia is a concern for the United States. Deputy Foreign Minister Sergei Ryabkov has avoided responding to the accusations from the United States regarding the Russian space program.

This incident underscores the need for updated international agreements to address modern military uses of space technology. As space becomes increasingly congested with satellites, the potential for conflicts and unintended consequences grows. It is crucial for nations to work together to ensure the peaceful and safe use of outer space.
