U.S.-India trade negotiations falter: Exploring the overlooked indicators leading to their breakdown

The proposed India-US trade deal, aimed at more than doubling bilateral trade to $500 billion by 2030, collapsed in 2025, despite technical agreements on most issues. The key factors leading to this breakdown include political missteps, unresolved sensitive sectors, and rising bilateral tensions.

India proposed removing tariffs on about 40% of US industrial exports and was willing to cut duties on cars and liquor. However, the country remained firm on protecting agricultural sectors, a major sticking point for the US. The US viewed India’s tariffs and non-monetary trade barriers as among the highest and "obnoxious," fueling frustration and leading to tariff impositions.

This was worsened by India's ongoing purchases of Russian military equipment and energy during the Ukraine war, which the US opposed. Despite close personal rapport between leaders, historic mistrust, geopolitical issues, and sharply set US deadlines eroded chances for a deal.

Communication breakdown was a factor in the collapsed negotiations, with a lack of direct line of communication between President Trump and Prime Minister Modi. Trump's repeated remarks about mediating the India-Pakistan conflict further strained negotiations.

The US imposed a 25% tariff on Indian goods starting from August 1, 2025. India had pledged to buy up to $25 billion in US energy and boost defense imports to bridge the trade gap. However, the country is re-examining areas within the farm and dairy sectors where concessions can be made.

Despite the collapse, talks are ongoing, with a US delegation expected in Delhi later this month. Direct communication between the prime minister and the president is considered necessary for salvaging the deal. The trade negotiations spanned five rounds, and both sides are hopeful for a positive outcome in the future.
