Tanzania Releases New Regulations for Approval of Satellite Descent Permits
In July 2025, the Tanzania Communications Regulatory Authority (TCRA) published the Guidelines for Satellite Landing Rights Authorization within the United Republic of Tanzania. These guidelines aim to regulate the operations of communication satellite networks and systems over Tanzania.
Foreign satellite operators intending to sell satellite capacity to licensed operators in Tanzania must apply for authorization. The application process can be initiated directly by the foreign satellite operators themselves or through their national administrations.
The guidelines are designed to ensure efficient satellite spectrum usage, attract investment in space communications infrastructure, and align Tanzania with international standards for satellite governance. They also promote technology transfer and safeguard national interests by requiring foreign operators to partner with licensed local Tanzanian entities.
Authorized holders must maintain a database of all licensed operators in Tanzania to whom satellite capacity is provided. They must also adhere to the ITU coordination procedures or Advance Publication Information filings.
The guidelines apply exclusively to communication satellite networks or systems operating over Tanzania. Non-communication satellites (for safety, meteorology, earth observation, radio astronomy, or space research) are exempt, as per ITU radio regulations.
Geostationary orbit (GSO) networks are granted authorization for a period of fifteen years or the satellite's lifespan, whichever comes first, and can be renewed. On the other hand, Non-geostationary orbit (Non-GSO) systems are granted authorization for a period of five years or the satellite's lifespan, whichever comes first, and can also be renewed.
It is important to note that the guidelines do not permit direct service provision to end-users, preserving TCRA’s consumer service oversight. Applicants for Landing Rights Authorization in Tanzania must provide proof of licensing in their home country.
