For Headquarters dockets, the preferred method for submitting comments is through the Federal eRulemaking Portal at https://www.regulations.gov. If you'd prefer to send an email, use the address a-and-r-docket@epa.gov, ensuring to include the docket ID in the subject line.
Alternatively, you can submit comments via fax to (202) 566–9744, Attention: specific Docket ID, or via mail to the EPA Docket Center at:

Regional and program office contacts may vary, but the same portal (https://www.regulations.gov) can be used for submissions. For instance, the Office of Water (OW) can be contacted via email at OW-Docket@epa.gov, while the Office of Mission Support (OMS) and the Office of Enforcement and Compliance (OECA) can be reached at docket_oms@epa.gov and docket.oeca@epa.gov, respectively.
Some programmes, such as the Superfund Program (SFUND) and the Office of Research and Development (ORD), do not provide email addresses for docket submissions. In these cases, Regulations.gov remains the preferred method.
