Businesses in Saarland should be granted simpler access to contractual agreements - Streamlined Hiring Process for Companies in Saarland Now Simplified

The state of Saarland is taking a substantial step to make the awarding of public contracts more straightforward for businesses. According to Minister President Anke Rehlinger (SPD), the region's procurement system will undergo a transformation, aimed at reducing bureaucracy and streamlining the process.

"We're doing away with unnecessary red tape," states Rehlinger. "Businesses should be allowed to focus on what they do best - delivering services, constructing buildings, and creating jobs - not getting bogged down in endless paperwork."

The focus of this reform is on raising the so-called value thresholds for public procurement. Once these thresholds are exceeded, construction services, for example, must be publicly tendered.

So why make this change?:

  • Small and medium-sized enterprises (SMEs) often find the existing tendering process complex and daunting, deterring them from applying.
  • Rising costs have made the previous value thresholds unworkable.

Starting July 1st, the following changes will come into effect:

  • Contracts worth up to 100,000 euros can be given directly without competitive bidding. Previously, the limit was a mere 3,000 euros.
  • The limit for the "free awarding" process will increase from 25,000 euros to a whopping 221,000 euros, aligning with the European Union threshold.
  • The limited tendering process, which doesn't require competitive bidding, will also increase from 100,000 euros to 221,000 euros.

These changes aim to simplify public procurement rules, reduce administrative burdens, and empower public bodies to make faster purchasing decisions. Ultimately, this should help SMEs flourish by providing them with more accessible public contracts and fostering economic growth and industrial modernization in the region. 🌱🚀

"To further streamline the procurement process, the new community policy will also apply to employment contracts in Saarland. This move aims to reduce bureaucracy and facilitate hiring for businesses, encouraging growth in the industry and finance, as well as the creation of new jobs."

"Additionally, these simplified contract access measures are not limited to construction and public procurement. The employment policy is also expected to undergo changes, potentially increasing the value thresholds for hiring, thus making it easier for small and medium-sized businesses to attract talent and grow their workforce, contributing to the overall economic modernization of the region."
