In the city of Oberhausen, efforts to optimize the social labor market instrument have been underway, with a particular focus on groups facing barriers to employment. One key initiative, the Participation Opportunities Act (Teilhabechancengesetz), has opened up new perspectives for over 650 people in the city.

The SPD city council spokesperson, Ercan Telli, has emphasized the success of this approach, highlighting the high participation rates among single parents and people with disabilities in Oberhausen. Tailored solutions, including collective agreements, coaching, and further training, have been implemented to support job integration.

In Oberhausen, 49% of people who have received unemployment benefits or unemployment benefit II for at least seven of the last eight years are in socially insured employment six months after the end of funding.
