The Romanian government has taken a significant step towards helping vulnerable electricity consumers, particularly low-income households, by introducing a new energy voucher support mechanism. This initiative, approved on June 27, 2025, is a collaborative effort between the Ministry of Energy and the Ministry of Labour and Social Solidarity.

The program, set to run from July 1, 2025, to March 31, 2026, aims to assist approximately 2.1 million low-income households. Eligibility for the aid is limited to single individuals earning a net monthly income of up to RON 1,940 and families with a net monthly income per member of no more than RON 1,784.

The support mechanism introduces monthly energy vouchers worth RON 50, which can only be used to pay electricity bills. These vouchers can be requested either digitally or in-person. Beneficiaries can request vouchers through a dedicated online application developed by the Special Telecommunications Service (STS). For those unable to use digital tools, applications can be submitted in person at local post offices or town halls. Postal and municipal staff will assist with the process, ensuring that paper applications are processed efficiently within three working days.

Energy minister Bogdan Ivan stated that the initiative will provide much-needed support to 2.1 million low-income households. The financial impact of the program has been estimated at RON 1 billion. Once activated, the voucher system remains valid for 12 months from the date of the last top-up, ensuring that aid is granted for bills issued between June 1, 2025, and March 31, 2026.

This support mechanism is a crucial step in helping low-income households cover their energy bills after July 1, 2025, and demonstrates the Romanian government's commitment to social solidarity and financial assistance for its most vulnerable citizens.
