Prime Minister accelerates completion of coastal roads within three months ahead of schedule to bolster economic progress and enhance connectivity.

In a recent directive, Prime Minister Pham Minh Chinh has urged Vietnamese provinces and cities along the coast to expedite the completion of the coastal road network. The goal is to finish all projects at least three months ahead of the original schedule, with those planned for 2025 to be completed no later than December 19, 2025.

The coastal road system, planned to span approximately 2,838 km, will integrate national highways and local roads to form a continuous transport corridor along Vietnam’s 3,260 km coastline from Quang Ninh in the north to An Giang in the south.

As of August 2025, 1,397 km of the coastal road system have been completed and opened to traffic, while 633 km are currently under construction. However, 808 km are awaiting investment or still in planning stages. Despite surpassing the 2025 target of more than 1,000 km completed, the overall network remains fragmented and incomplete, limiting its potential to connect regions and drive economic, tourism, and security development.

To ensure early completion, localities, including HCM City, Hai Phong, Da Nang, Hue, Thanh Hoa, and others, have been instructed to review and revise construction schedules, mobilize more machinery and labor, and implement continuous work shifts, including weekends and holidays.

Local authorities have also been directed to prioritize medium-term public investment plans for 2026–2030 and accelerate preparation for Official Development Assistance (ODA) projects to complete the entire coastal route before 2030.

Recent infrastructure efforts such as the Dai Ngai 2 Bridge in the Mekong Delta also form part of this broader coastal corridor, connecting previously isolated areas and contributing to the development of the coastal route network.

The PM has treated the early completion of the coastal highway network as a key political task, emphasizing that the current network is incomplete and fragmented, limiting its ability to connect regions and boost development. The aim of this project is to unlock the full economic, tourism, and security potential of Vietnam's coastline.

The PM's directive applies to the cities and provinces specifically mentioned: HCM City, Hai Phong, Da Nang, Hue, and Thanh Hoa. Preparations for ODA-funded projects should be accelerated to ensure the entire network from Quang Ninh to An Giang can be completed before 2030. The Ministry of Agriculture and Environment has been tasked with helping localities resolve issues such as construction material supply and waste disposal, while the Ministry of Finance will work with provinces and cities to balance funding sources and speed up preparations for future ODA projects.
