Opens for applications: Kentucky's Summer Subsidy program under LIHEAP from July 28 to September 12

The Kentucky Cabinet for Health and Family Services, in partnership with Community Action Kentucky, is offering the Low Income Home Energy Assistance Program (LIHEAP) Summer Subsidy for eligible households across the state. This program provides a one-time electric benefit to help households pay their electricity bills during the hot summer months.

Eligibility and Application Process

To be eligible for the LIHEAP Summer Subsidy, households must meet income eligibility requirements, not exceeding 150% of the Federal Poverty Guidelines. Applications for the program are accepted from July 28 through September 12, 2025.

To apply, residents can contact their local Community Action Agency office or call the general LIHEAP assistance phone number at 800-456-3452. The application process is on a first-come, first-serve basis.

For the application process, applicants must supply proof of all household members' income from the preceding month and Social Security Number or Permanent Residence card (Green Card) for each member of the household. Additionally, account number and name on the electric bill, as well as a statement from the utility company if you participate in a Pre-Pay Electric Program, are needed. If electric is included in your rent, a statement from your landlord may also be required.

Local Community Action Agencies

Since LIHEAP is administered statewide through 15 Community Action Agencies, the best comprehensive and updated approach is to use the Community Action Kentucky website (www.capky.org) to locate the office for your specific county and obtain direct contact details.

Some of the local agencies include:

  • The Community Action Council, covering Lexington-Fayette, Bourbon, Harrison, and Nicholas counties, can be reached at (859) 300-6960 and appointments can be scheduled via their website www.commaction.org.
  • KCEOC Community Action Partnership, serving Kentucky’s Eastern counties, can be contacted at 606-595-8062 to schedule LIHEAP Summer Subsidy appointments.

It's important to note that no disconnect notice, past-due bill, or eviction notice is required for the Summer Subsidy program. Prior LIHEAP assistance does not affect eligibility.
