Who Gets the Childcare Allowance for Kids Under 1.5 Years

If you're a Russian citizen taking care of a young 'un, you might be eligible for a monthly financial helping hand. But there's a catch:

  • You've gotta be out of work.
  • Or you've recently had a baby and took maternity leave.
  • Or you're working remotely during your baby-time.
  • Or you're working partially while taking care of your little one.
  • Or you're a full-time student.

And here's the kicker, folks, anyone can apply – the mother, father, legal guardian, or a relative. It's particularly handy for parents wanting to keep their 9-to-5 and maintain their full salary.

Who Can't Get the Childcare Allowance for Kids Under 1.5 Years

Not everyone's eligible for this jolly good subsidy. Here's what disqualifies you:

  • You've bolted the country forever.
  • Your kid's fully funded by the state.
  • You've lost your parental rights.
  • You're currently collecting unemployment.

Childcare Perks for Kids Under 1.5 Years

This allowance is the big kahuna and is usually applied for together with childcare leave. The key factor is having a job and information about income from the previous two years. The state compensates the applicant for the lost income while caring for their precious infant.

As of 2024, rules changed for non-working citizens due to the introduction of a unified allowance for children up to 17 years old.

Payments for Employed Folks

Not much has changed from the previous year. Payments were inflated as of February 1, 2024. In Russia, the minimum monthly childcare allowance for kids under 1.5 years is 9,227 rubles, and the maximum is 49,123 rubles.

The exact allowance amount is calculated as 40% of the applicant's average earnings over the past two years. From 2024 onwards, parents can start working before their kid turns 1.5 years old and still receive payments.

Aid for the Jobless

In 2024, unemployed parents may also receive a monthly allowance for childcare until their child reaches 1.5 years old, but under the new Unified Allowance program. This doesn't apply to the unemployed who are already receiving unemployment benefits.

The minimum monthly allowance for the unemployed in 2024 is 9,227 rubles. This assistance will be available to those who lost their job during pregnancy, full-time students, and parents unable to care for their child.

The maximum allowance is 18,454 rubles. This amount can be received by parents who were fired due to company closure during their childcare leave.

Non-working women who were fired during their maternity leave can also receive assistance. The exact amount is calculated based on the old scheme – 40% of the average income over the past two years.

How to Obtain the Childcare Allowance Until the Child Reaches 1.5 Years

Usually, the allowance is applied for together with maternity leave in the company's HR department. But those not working can apply for the benefits at social protection agencies or MFCs.

Remember, the allowance's amount depends on the income of the person applying. If the salary was high, the allowance will be higher.

To apply for childcare allowance until the child reaches 1.5 years, you'll need:

  • Your passport
  • Your child's birth certificate
  • A certificate of income for the past two years (if available)
  • Bank account details for the allowance transfer.

When the Childcare Allowance is Given

The allowance can be applied for in 2024 no later than six months after the child reaches 1.5 years old. The application date doesn't matter. The allowance will be paid for the entire period from the start of maternity leave until the child reaches 1.5 years old.

The allowance will be granted within 10 calendar days of application. The first payment will also be made during this period.
