In a significant move to improve the edible oil sector in India, the Central Government has amended the Vegetable Oil Products Production and Availability (Regulation) Order of 2011, effective from August 1, 2025 [1][2][3]. The new regulations aim to enhance transparency, monitor the supply chain rigorously, prevent hoarding and misreporting, and ensure the availability of cooking oils at fair prices.

Any producer intending to produce, stock for sale, or sell vegetable oil or its products must now apply to the Director of the Directorate of Sugar and Vegetable Oils to obtain a registration certificate [4]. This includes providing detailed information such as the factory location, installed production capacity, and operational specifics, as per Schedule-I of the regulation.

Every month, producers are required to furnish a return by the 15th day of the succeeding month to the Director, detailing each vegetable oil received and used as raw material, as well as information on each vegetable oil product manufactured, sold, imported, or exported during the previous month [5]. The return must cover four key data points: oil consumption/usage, production/output volumes, sales figures, and inventory/stock levels.

The regulatory framework empowers the Director of the Directorate of Sugar and Vegetable Oils, or any nominated officer, to conduct inspections and even seize stocks if the reported production or sales data do not match the returns filed [6]. The Vegetable Oil Products Production and Availability (VOPPA) Regulation Order, 2025, also removes outdated terms, aligns definitions with the Collection of Statistics Act, 2008, and simplifies the overall compliance process [7].

The Indian Vegetable Oil Producers' Association (IVPA) has expressed its commitment to working with the government to improve regulatory outcomes and market stability in the edible oil sector [8]. The organized sector, which already maintains high compliance standards, is well-equipped to provide the data, according to IVPA, but the challenge lies in the highly fragmented unorganized sector.

The new regulations come in response to concerns that a lack of consistent and comprehensive data was hindering effective policymaking [9]. The government had previously expressed these concerns, and the new regulations aim to address this issue. However, certain ambiguities remain unaddressed, such as whether an importer of refined oil in retail packs is considered a "producer" [10].

The enforcement of these regulations has been strengthened, with the Director empowered to inspect producers' facilities, demand access to relevant records, and confiscate inventories when false reporting or other violations are suspected [6]. The food ministry is keen to ensure the mandatory implementation of this data collection.
