Kuwait Pushes Forward with Major Infrastructure Projects

In the heart of August 2025, Kuwait is making significant strides in its national utility infrastructure, with two major projects in the pipeline: Phase 4 of the Subbiya Power Plant and Phase 2 of the Doha West Water Desalination Plant.

Phase 4 of the Subbiya Power Plant is progressing with tenders floated for expanding capacity by 900 megawatts. This phase encompasses both power generation and water distillation components, as part of the integrated plant development.

Simultaneously, Phase 2 of the Doha West Water Desalination Plant is also underway with tenders released. This project aims to bolster Kuwait’s desalination capacity to cater to the growing water demand due to urban expansion.

As of now, specific companies involved in these projects have not been publicly confirmed. The tender flotation in August 2025 suggests that contracts and subsequent construction could begin in late 2025 or early 2026, given standard project cycle practices for large infrastructure in the region.

In the bidding process, the highest bid for the Doha West desalination plant stands at 174.1 million dinars, while the lowest bid is 114.2 million dinars. For the Subbiya power plant, the lowest bid came in at 516.8 million dinars, with two other bids valued at 548.4 million and 569.3 million dinars.

The Ministry of Electricity, Water and Renewable Energy is working diligently to expedite the review and implementation of both projects. The Nuwaiseeb power project (Phase 1), one of Kuwait's largest planned energy undertakings, remains temporarily delayed, not currently part of the active bidding process.

These initiatives underscore the government's continued commitment to enhancing national utility infrastructure, addressing future development needs, and ensuring a reliable supply of electricity and water for the growing population.

In the ongoing infrastructure development, the energy sector is not overlooked, as Phase 4 of the Subbiya Power Plant, which includes both power generation and water distillation, is funded by investments in the finance industry. Additionally, the Doha West Water Desalination Plant, designed to cater to Kuwait's increasing water demand, is another project funded by financial commitments, contributing significantly to the nation's energy sector.
