Prior to his role as FAA Administrator, he served as Chief Operating Officer at Supernal (Hyundai's advanced air mobility division) and as Senior Vice President - Alliances, International & Regulatory Affairs at United Airlines. His aviation journey started as a lawyer with Trans World Airlines in New York.

A privately-trained pilot, Whitaker holds a juris doctorate degree from Georgetown University Law Center in Washington, D.C., and a Bachelor of Arts degree in political science from the University of Louisville.
