Increased Tariffs by Trump Results in Higher Revenues, Yet U.S. National Debt Increases by 20 Percent
The tariffs imposed by President Donald Trump have generated substantial new federal revenue, estimated to reach around $1.3 trillion by the end of his term and up to $2.8 trillion by 2034 [1][3]. This revenue stream, comparable in magnitude to creating a new payroll tax or cutting nearly one-fifth of the military budget, has improved the government's balance sheet significantly [1].
The Trump administration has expressed its intention to use this tariff income to pay down national debt and reduce the deficit-to-GDP ratio [5]. However, it is important to consider these tariff revenues in the context of other fiscal policies under Trump, such as the 2017 Tax Cuts and Jobs Act. This legislation, according to the Congressional Budget Office (CBO), increased budget deficits by about $2.289 trillion over the 2018-2027 decade due to reduced tax revenues, particularly from higher-income households [2].
While tariffs provide a new and significant revenue source that can offset some deficit growth, the overall fiscal picture includes large deficit increases from the tax cuts. Furthermore, some economic analyses warn that tariffs may reduce economic output by 0.4% to 1.1%, which could potentially reduce the actual deficit reduction effect by 10-40% once dynamic economic effects are considered [3].
Despite these tariff revenues, federal spending continues to outpace the revenues collected by the government, contributing to the growing national debt, which is approaching $37 trillion. The U.S. recorded a 273% increase in customs revenues, or $21 billion, from July 2020 compared to the same month in 2024, due to President Trump's tariffs [4]. The Trump administration also expects to make more trade deals with other nations, including China and other major economies. On Monday, Trump extended a trade truce with China for another 90 days, preserving the 30% tariffs imposed as a condition for negotiations [7]. Beijing also announced the extension of the tariff pause [8].
However, the impact of tariffs on the budget deficit should be carefully monitored, as they could potentially lead to fewer job options, more inflationary pressures, and higher interest rates on mortgages, auto loans, and credit cards if they fail to significantly reduce the deficit [9]. The Treasury Department did not respond to a request for comment on when the U.S. could begin to see tariff revenue impact the deficit.
