The European Union (EU) has been navigating a significant shift in its energy supply, with imports of Russian liquefied natural gas (LNG) increasing by 18% to 24.2 bcm last year. In response, the European Commission is taking steps to ensure transparency in the import and use of Russian LNG. Importers of Russian LNG will be required to provide customs authorities with specific information about the origin, supplier, and delivery points of the gas.

The Commission's measures are intended to minimize the circumvention of sanctions with LNG, and they will step up tracing and monitoring to achieve this goal. The EU has already introduced its 18th package of sanctions, demonstrating its commitment to this cause.

The world is relying on LNG to secure alternative energy supplies in Europe, and the prohibition of LNG terminal services from Russia or controlled by Russian undertakings is aimed at minimizing gas supply dependency on Russia. From 1 January 2026, LNG terminal services for customers from Russia or controlled by Russian undertakings will be prohibited in the EU.

Companies providing LNG terminal services in Europe under Russian control, such as Rosneft Deutschland GmbH and RN Refining & Marketing GmbH, are currently under German trustee management to prevent control from reverting to the Russian parent company.
