In a move aimed at bolstering state revenues and potentially covering administrative costs related to vehicle registration and regulation, the Russian government has proposed a bill to the State Duma that will see increased fees for car owners.

Starting from September 1, 2025, car owners can expect to pay more for vehicle registration certificates (CTC). The fee for obtaining a paper certificate will rise significantly from 500 rubles to 1,500 rubles, while the fee for the plastic version will increase from 1,500 rubles to 3,000 rubles or more. Other variations in fee increases include proposals to raise the certificate fee from 800 to 1,200 rubles, indicating some differences in specific regional or procedural implementations.

These increases represent up to a threefold rise in the cost of vehicle registration documentation for car owners. The changes also extend to other related services. For instance, the fee for registering a vehicle with license plates will increase from 2,000 to 3,000 rubles. The cost of obtaining a driver's license will rise from 2-3,000 to 4-6,000 rubles, while the cost of obtaining an international driver's license will rise from 1,600 to 3,200 rubles.

Moreover, from July, monitoring of drivers without an OСАГO policy will commence, with road cameras collecting information. Offenders without an OСАГO policy will receive warnings on "Gosuslugi" starting in July. From next year, drivers without an OСАГO policy will be fined based on camera footage.

In an effort to alleviate some of these increased costs, Deputy Yaroslav Nиlov has proposed a bill to reinstate a 50% discount on traffic fines paid within 20 days of the ruling.

Additionally, the bill notes that there is an excessive number of requests for extracts from the register, which creates an excessive load on the MVD's IT infrastructure. As a result, requesting an extract from the State Register of Vehicles will cost 50 rubles.

Lastly, the cost of obtaining a certificate of compliance with the "material and educational base" for driving schools, necessary for obtaining a license, will cost 15,000 rubles starting from September 1, 2025. Entering data into the Unified Automated Information System for Technical Inspection after a technical inspection will cost 500 rubles.

These changes are part of broader fiscal measures amid economic adjustments and challenges within the automotive market, which is affected by international supply issues and market restructuring, including changes involving foreign car manufacturers like Kia and Hyundai in Russia.
