Romania's construction sector appears to be on the mend, with a significant increase in building permits issued in May 2025 compared to the previous month and the same period in 2024.

According to the latest data, a total of 3,364 building permits for residential buildings were issued in May 2025, marking a 7.1% increase compared to April 2025 and a total usable area of 752,850 sqm, a 14.1% increase. This positive trend reflects a slight overall increase in residential building permits, with a 0.6% year-on-year rise to 14,134 permits issued in the first five months (January-May) of 2025 compared to the same period in 2024[1][3].

The growth in residential building permits is not limited to the national level. Regions such as the North-West, Center, Bucharest-Ilfov, and South-West Oltenia have all seen an increase in building permits for residential buildings, with the North-West region witnessing the most significant increase of 68 permits[5].

However, some regions, including South-Muntenia and North-East, have seen a decrease in the number of residential building permits issued. The Western region, on the other hand, has experienced an increase of 166 permits[5].

The figures for non-residential building permits also show a positive trend. In May 2025, 576 building permits were issued for non-residential buildings, a 13.6% increase compared to April 2025. The North-East region had the largest area dedicated for non-residential buildings in May 2025, but specific data on the number of permits issued was not provided[5].
