In preparation for the resettlement program: "RIA" reveals achievements and future strategies

In Yakutsk, the state construction company RIA revealed its ongoing projects and future plans during a recent press conference. As the republican builder tasked with addressing dilapidated housing and city improvement, RIA is currently overseeing two substantial projects: the "Star" and "Sports" quarters. Comparable in size to the 202 and 203 microdistricts, these projects aim to improve the city's living conditions and infrastructure.

The "Star" quarter is currently one-third complete, whereas the "Sports" quarter is in the land formation stage. The latter project aims to replace the "17th Quarter" ghetto with a modern, attractive microdistrict that includes schools, kindergartens, clinics, sports complexes, and other civil amenities.

To boost production capacity, RIA has acquired the Yakutsk Construction Plant, with plans to invest 610 million rubles by 2026-2027. The plant is currently undergoing modernization to optimize processes and enable winter construction, thereby reducing production costs.

A shift from monolithic frame construction to single-layer panel construction has been implemented this year, with the goal of reducing the cost per square meter by 15-20%. Currently, the cost is roughly 152,000 rubles per square meter.

In response to concerns about the operational qualities of single-layer panels compared to two- and three-layer panels, deputy general director for project management Sergey Egorov stated that, according to the State Expertise, there are no deteriorations compared to other systems. He also mentioned the aesthetic appeal of the panels, considering it a technical advantage.

A significant challenge lies in resettling citizens from dilapidated housing. RIA has secured 3 billion rubles in funding from the bank "DOM.RF" for this purpose, which should be enough to resettle 31 buildings. However, over a hundred more dilapidated buildings remain. RIA assures that efforts to find and attract funds for additional resettlements are ongoing.

Government measures to finance resettlement and plans to reinvest the company's future profit of 2.6 billion rubles in resettlement are being considered.A new federal targeted resettlement program is anticipated, and the Ministry of Construction of Russia may provide priority support to such projects led by RIA. Additionally, housing for residents to be relocated from the "Sportivny" microdistrict is already being built in the "Zvezdy" microdistrict, with 1910 apartments commissioned thus far.

Parallel construction of social facilities, such as a large school for 900 students and a kindergarten for 315 children, is also underway. RIA emphasizes that the housing reserved for resettled citizens is already standing and ready for occupation. The company expects no delays in housing allocation.

While the plans are ambitious, challenges lie ahead. The successful implementation of the project relies heavily on the cooperation and support of regional and federal authorities. The company "RIA" will have to work diligently to secure funding at different stages of the projects, and much depends on the involvement of government entities in the process.
