Germany Plans Expansion of Armed Forces and Introduces New Military Service
Germany is set to boost its military presence with the introduction of a new military service and the expansion of both active-duty and civilian personnel. The proposed changes aim to recruit up to 15,000 new military service personnel per year, as reported by various sources.
From 2027 onwards, a basic examination will be mandatory for those joining the German Armed Forces under the proposed new military service. The draft, however, remains voluntary for now. The proposed plan also includes the possible reintroduction of compulsory service, but this has not been confirmed yet.
The German Armed Forces have seen a significant increase in recruitment, with around 28% more military personnel hired this year compared to the same period last year. As of July 21, there had been approximately 13,750 new hires in the German Armed Forces this year. The rising number of volunteers (+20% this year) correlates with the ongoing war in Ukraine, motivating many young Germans.
The government's efforts to expand the military forces are driven by heightened security concerns, especially due to the threat from Russia and increased NATO responsibilities, as well as significant government investments aimed at modernizing and expanding the military.
The proposed new military service plan involves large-scale recruitment and the possible reintroduction of compulsory service, though currently the draft remains voluntary. The plan aims to recruit up to 40,000 new reservists annually by 2031, with incentives such as a €2,000 payment for voluntary military training and opportunities to gain driving licenses and language courses during training. The initial training term is six months with options to extend.
The overall goal is to raise the Bundeswehr’s strength from around 182,000 active soldiers today to about 260,000, and potentially up to 460,000 if including reservists and active forces combined. Germany plans to add 10,000 military and 2,000 civilian posts in 2026, growing to approximately 202,000 military personnel and 77,900 civilians by 2031.
The proposed new military service focuses on voluntariness, a more attractive service, and higher pay to appeal to more young people. Defense Minister Boris Pistorius has proposed a bill for a new military service, set to come into force at the beginning of 2026. The bill is set to be discussed and potentially approved by the cabinet at the end of August.
The Ministry of Defense attributes the rising numbers in the German Armed Forces to recruitment campaigns and the tense international security situation. The "Süddeutsche Zeitung" was first to report on the numbers of new hires and personnel in the German Armed Forces. Currently, around 11,350 young people are voluntarily serving in the German Armed Forces, and this number has increased by around 15%.
