Government assistance: Official issues caution against reductions during hardship

In an interview with the Rheinische Post, Development Minister Reem Alabali Radovan of Germany expressed her concerns about the planned budget cuts for her ministry, which are projected to have a profound impact on international development cooperation.

Alabali Radovan emphasized the need to react in case of acute crises, as the available funds for her ministry are insufficient given the global crises the world is currently facing. The SPD politician is committed to securing basic needs in response to these crises, but the guidelines for cuts in development cooperation, as outlined in the coalition agreement, are painful for her.

The planned reduction threatens Germany to miss the "ODA quota" for public development services, which stipulates developed countries should spend 0.7 percent of their gross national product on development services. This target size was agreed upon by the UN General Assembly in 1970 and was also anchored in the UN Sustainable Development Goals in 2015.

The budget of the German Development Ministry is expected to decrease from 12.4 billion euros in 2022 to 9.3 billion euros by 2029. This represents a cut of nearly €1 billion per year for several consecutive years. Emergency humanitarian aid funding is planned to be cut drastically by over 50%, from previous levels to just €1 billion. International climate and environmental protection funding will also be reduced by about 12%, or roughly €100 million.

These cuts undermine Germany's international obligations, as the country will fall below the 0.7% Gross National Income (GNI) target for official development assistance (ODA), a benchmark it has consistently met since 2016. This decline limits Germany's capacity to respond to global crises, such as conflicts, food insecurity, health emergencies, and climate challenges.

Humanitarian organizations warn that the reductions will endanger ongoing projects and jeopardize future initiatives, impacting millions of people dependent on German aid. For example, Caritas International highlights that some humanitarian crises, like internally displaced persons in the Democratic Republic of Congo, face funding gaps that could lead to cessation of assistance without alternative resources. Moreover, reductions in climate finance threaten commitments to international climate action.

The cessation of work by the US development agency USAID has put international development cooperation in crisis. A study published in "The Lancet" warns that an additional 14 million people, including 4.5 million children, could die by 2030 if the financing gap created by the closure of USAID is not closed. Alabali Radovan is relying on alternative financing models with international partners to help bridge this gap.

No child should go hungry, according to Alabali Radovan's goals. No person should die of malnutrition. To maintain Germany as a reliable partner in the world, Alabali Radovan is realigning German development policy to work together with international partners. She spoke about these issues in her interview with the Rheinische Post and criticized the planned cuts in her department's budget.

Alabali Radovan is exploring alternative financing models such as debt conversions, increasing own revenues in developing countries, and funds that bundle public and private funds. She is determined to secure basic needs in response to global crises and ensure that Germany continues to play a significant role in international development cooperation.
