Fiscal challenges faced by local government entities

In a move to address the pressing needs of their communities, various counties have announced significant investments and initiatives as part of their upcoming budgets. Here's a look at some of the key developments:

**Richland County, SC**

Public safety and employee retention are high on the agenda, with continued funding for law enforcement, EMS, and emergency services, along with a performance-based step pay program to support employee retention. The county is also planning facility upgrades at the Alvin S. Glenn Detention Center, Sheriff's Department, Judicial Center, Coroner's Office, and Emergency Services. Improvements to online access to services and bill payments are also on the cards as part of the county's IT strategy.

**San Joaquin County, CA**

The focus in San Joaquin County is on parks, homelessness, and behavioral health. Improvements to parks include irrigation and restroom upgrades, and funding for new developments in South County, along with a countywide parks master plan. The county is also planning to address homelessness with the expansion of the SJ CARES homelessness response program and a new treatment facility, the San Joaquin Be Well Campus, to tackle behavioral health and substance abuse. Funding has also been allocated for a safe camping site for unhoused individuals.

**Guilford County, NC**

Guilford County's budget prioritizes justice and community support, with additional funding for the Family Justice Center, support for Camp HOPE, and funding for the Sheriff's Office real-time crime center. The county is also planning to enhance its watershed and stormwater programs with the addition of a water quality specialist. Public safety is also a focus, with funding for the reentry program. The county is also set to receive continued funding from Opioid Settlement Funds to combat the opioid crisis.

**Union County, NC**

Union County's budget includes funding for 12 new full-time positions and one additional ambulance for its Emergency Medical Services.

**Rhineland-Palatinate, Germany**

In Rhineland-Palatinate, the county budget prioritizes frugality due to the financially challenging situation of the municipalities. Despite this, the budget allocates funds for various initiatives. Greening the schoolyards will receive 100,000 euros, and a digital cultural platform will be created with the same amount. The Sebastianus School in Kaarst will receive 500,000 euros for improving the spatial situation. A concept for drug prevention and combating drug crime will receive 250,000 euros. Heat protection for county-owned schools will be improved with 150,000 euros, and IT security will be strengthened with the same amount and an additional staff position. The county tax and the withdrawal from the equalization reserve will not increase for these purposes. The county youth office will receive 100,000 euros for planning the necessary new construction.

These investments and initiatives reflect a focus on public safety, health services, infrastructure improvements, and community support across the counties. The county budget decision is scheduled for March 20 by the county council. The county control center will also receive investment funds of 950,000 euros for a new construction. A concept for the more intensive use of desk-sharing and a survey of the potential associated with optimizing the space of the county administration will also receive funding. Additionally, 25,000 euros have been provided for participation in a company for the development of the former power plant site in Frimmersdorf.

Economic and social policy within the counties reveal a focus on public safety, with Richland County planning facility upgrades for their law enforcement, EMS, and emergency services, and San Joaquin County expanding their SJ CARES homelessness response program. Financing for business and community support is also seen, such as Guilford County's addition of a water quality specialist and Rhineland-Palatinate's funding for a digital cultural platform and county youth office. These counties are investing in improvements to parks, employee retention, and justice systems, while addressing areas like homelessness and substance abuse, highlighting the diversity within their economic and social policies.
