Finance Ministry of Brazil Seals Agreements with Anti-Match-Fixing Agencies

In a bid to safeguard the integrity of sports betting in Brazil, the Ministry of Finance announced a five-year partnership with Genius Sports, Sportradar, the International Betting Integrity Association (IBIA), and the Sports Integrity Global Alliance (Siga and Siga Latin America) on October 29, 2023.

The scope of this partnership is to combat illegal activities in sports betting, focusing on match-fixing, corruption, and money laundering within the sports sector. The collaboration aims to use advanced bet monitoring technology, risk assessments, consulting, educational workshops, and data-sharing strategies to achieve its goals.

Genius Sports brings its experience with international leagues like the Premier League and NFL to the table, providing a platform for bet monitoring and integrity protection. The company will also host educational and consulting initiatives to promote fair play.

Sportradar, on the other hand, signed a Technical Cooperation Agreement with the Ministry of Finance’s Secretariat of Prizes and Betting. This agreement empowers Sportradar to monitor sports betting activities, report suspicious cases, advise on strategic measures against fraud, and facilitate information exchange to bolster detection and prevention.

The IBIA and Siga are also involved in the partnership, contributing to integrity and regulatory collaboration with the same goals. IBIA will identify and report suspicious bets on Brazilian sports events to the Ministry of Finance and offer detailed customer account data to assist in investigations, a unique feature among IBIA and its members.

This partnership is part of a broader government and private sector cooperation involving the Ministry of Sports, Federal Police, Federal Public Prosecutor’s Office, and banking sector representatives. The aim is to tackle money laundering risks, particularly those related to digital payment methods like Brazil’s Pix system.

The collaborations build on prior Sports Integrity Summits in Brazil, which gathered experts and officials to align strategies across sectors to combat corruption and illegal betting.

The IBIA's 2023 Integrity Report ranked Brazil third worldwide for suspicious sports betting activities. The partnerships will serve to educate SPA teams on monitoring the legal sports betting sector, which is set to launch alongside iGaming on January 1, 2025.

The IBIA has flagged six incidents this year, four of which are related to soccer. The partnership with IBIA aims to establish a sustainable, regulated sports betting industry in Brazil built upon a foundation of integrity.

Regis Dudena, the leader of the SPA, expressed optimism that alliances with industry leaders like Sportradar and the IBIA will foster knowledge sharing and reduce instances of manipulation. Brazil's legal betting market has been marred by controversies, including high-profile allegations of match-fixing.

The Ministry's Secretariat of Prizes and Bets (SPA) signed Technical Cooperation Agreements with these organizations, marking a significant step towards a fair, transparent, and sustainable sports betting environment in Brazil over the five-year timeframe.

The partnership between the Ministry of Finance, Genius Sports, Sportradar, IBIA, and Siga aims to create a regulated sports betting industry in Brazil, focusing on combating illegal activities such as match-fixing, corruption, and money laundering within the sports sector, which aligns with the goals of the sports industry and finance sector.

The collaboration also entails utilizing advanced bet monitoring technology, risk assessments, consulting, educational workshops, and data-sharing strategies to combat these illegal activities, with Genius Sports and Sportradar providing their expertise and platforms for monitoring and integrity protection in the sports betting business.
