Enhanced Federal Protection for the Population in 2025: Strengthened Security Measures Announced

Germany Strengthens Civil Defense and Population Protection

The Federal Office for Civil Protection and Disaster Assistance (BBK) is taking significant steps to bolster Germany's civil defense and population protection against various threats. The focus is on modernizing communication systems, innovating in emergency preparedness, and shifting away from outdated strategies.

  1. Modern Communication Systems

In a bid to ensure resilient communication during crises, BBK has contracted NSSLGlobal to provide satellite communication (SATCOM) services. This move will guarantee 24/7 connectivity, enhancing coordination and response capabilities during disasters or geopolitical emergencies.

  1. Innovative Mobile Applications

BBK supports projects like "MitMesh," an innovative mobile app designed to close gaps in Germany’s civil protection system by providing reliability in notification and communication during emergencies. This shift towards digital and accessible tools for public protection is a reflection of BBK’s commitment to embracing modern technology.

  1. Shift from Public Shelters to New Protection Approaches

Gone are the days of relying on Cold War-era public shelters. BBK acknowledges that such infrastructure covered only about 2% of the population and is not suitable for modern threat scenarios. Instead, new methods for civil protection focus on community resilience and personal preparedness, such as citizens maintaining emergency supplies like food, water, flashlights, and battery-powered radios.

  1. Increased Government Investment

Following heightened geopolitical tensions, notably due to Russia’s invasion of Ukraine, the German government has allocated approximately €30 billion over ten years to expand and upgrade civil defense and population protection measures. This investment reflects recognition of evolving security challenges and a long-term commitment to resilience.

  1. Focus on Event-Related Crisis Management

BBK also prioritizes managing natural disasters and pandemics, as demonstrated by its data and resource platforms addressing crises like the 2021 floods and COVID-19, integrating lessons learned into preparedness strategies.

In addition to these initiatives, comprehensive campaigns for self-protection will be initiated to ensure emergency preparedness and behavior recommendations are widely disseminated. The additional funds will be used for several projects, including strengthening population warning systems, maintaining and improving the MoWaS system, NINA warning app, cell broadcast, and siren network.

Ralph Tiesler has been the President of the BBK since June 15, 2022, and Dr. René Funk has been the Vice President since October 16, 2023. The additional funds will be necessary in the coming years to address the growing challenges faced by the protection of the population. BBK advises and supports other federal and state authorities in performing their tasks.

The BBK, in its continuous strive for modernization, has established collaborations with firms like NSSLGlobal to deliver satellite communication (SATCOM) services, aiming to secure robust communication during crises and fortify its finance-dependent operations.

In the pursuit of improving Germany's civil protection, BBK has also backed projects like "MitMesh," a mobile app that utilizes digital tools to strengthen notification and communication systems during emergencies, ultimately bolstering its finance-driven initiatives in the realm of technological advancements.
