Durov Faces Country-Wide Travel Restrictions in France, Allowed to Depart for a Single Location Only.

Quick Take:

Entrepreneur Pavel Durov, the big cheese of Telegram, has bagged nigh on two weeks' freedom from the French authorities starting July 10. The fun destination? None other than Dubai, where Durov's family dwells and Telegram's headquarters stands.

According to the insider scoop spilled by Le Monde, Durov will need to tip off the investigating judge about his departure in advance. The decision to relent was made following Durov's petition to lift the judicial control that had kept him pinned down in France, lodged earlier in the month.

This ruling reversed previous measures of judicial control wherein Durov was flat-out prohibited from skedaddling from France. He was also required to drop by the cop shop twice weekly. A source from Le Monde's court reported that some of these terms of judicial control skirmished on, remaining unfazed.

David-Olivier Kaminski, Durov's lawyer, wasn't pleased with the continued tough-as-nails judicial control and touted it as unwarranted and pointless, according to Le Monde. Durov himself is nailed to the wall for shoddy content moderation tactics and obstinance in cooperating with the authorities in Telegram. In August 2024, Durov got grabbed at Paris' Le Bourget airport and slapped with a €5 million bail, making him an inmate of France till further notice.

It's almost like deja vu, as this ain't the first time Durov's been granted temporary travel privileges outside France; last time it was Dubai in March 2025. His earlier requests, such as a jaunt to Oslo for the Human Rights Foundation’s Oslo Freedom Forum, had been denied by French authorities. Durov ended up participating remotely.

Telegram has expressed relief at the relaxation of travel restrictions, expressing hope that the need for Durov to report back to France every fortnight will be axed later this year, giving him more wiggle room to concentrate on the biz and its users. Durov's legal camp doesn't hold back in slamming the judicial restrictions as unjustified and unfounded, maintaining their positionality against the prosecutor's charges.

The underlying investigation revolves around French authorities' gripes over Telegram's content moderation policies, encrypted messaging, transient phone numbers, and crypo payment options, which they claim enable criminal activities to unfold on the platform. Despite these hurdles, Durov hasn't shown an ounce of backing down, repeatedly bringing France's governance and policies to question in the public eye.[1][2][3][4][5]

Despite the ongoing investigation regarding Telegram's content moderation policies and the claims of enabling criminal activities, the company expresses hope that the travel restrictions on Pavel Durov, its CEO, will be lessened, allowing him more flexibility to focus on the business.
