In Germany, retailers are grappling with a significant increase in shoplifting, a trend that has escalated in recent years. According to Stefan Genth, CEO of the German Retail Association (HDE), this surge is primarily driven by highly organized criminal gangs targeting high-value items like perfumes, shoes, and electronics to sell on the gray market.

These criminal groups operate with mafia-like coordination, clear hierarchies, and sophisticated planning, often with leadership based outside Germany, notably from Eastern Europe and the Caucasus region. Aggressive individual offenders also pose a threat, confronting store staff when caught.

The economic impact of this rise in shoplifting is substantial. In 2024, retailers incurred losses of around €3 billion, a 20% increase compared to 2022. However, the actual number of shoplifting incidents is believed to be much higher, as approximately 98% of theft cases go unreported due to inefficient prosecution.

The HDE attributes this high number of unreported thefts to inefficient prosecution. Many cases are dismissed by prosecutors for efficiency reasons, leading to retailers feeling unsupported. The association is calling for legal reform to enable stronger judicial authority, increased investments in store security, and more effective prosecution of these crimes.

Notably, a significant proportion of arrested professional shoplifters are foreign nationals from Romania, Poland, Georgia, Moldova, Bulgaria, and Ukraine, with Romanian thieves recently rising to third place among detained offenders.

Genth, the CEO of the HDE, has advocated for better equipment for the judiciary to combat shoplifting. He has also expressed concern about the potential for self-checkout machines to be targeted by thieves. Additionally, he has called for investments in security for retail stores and has suggested legal changes to address shoplifting issues.

Justice authorities have been criticized for their response to this issue. Genth stated that the state must better equip law enforcement agencies to combat shoplifting. The increase in shoplifting is not just a result of inflation but also an evolving organized crime problem that challenges current legal frameworks, prompting calls for stronger measures and systemic reform.
