In a recent meeting, Vice-Governor Roman Luzinov addressed the heads of Tбилисsky, Kavkazsky, Seversky districts, and Tuapse District, expressing concerns over increasing debt and the need to boost non-tax revenues for the consolidated regional budget in Krasnodar Krai.

While specific measures aimed at improving non-tax revenues for lagging municipalities such as Shcherbinovsky, Ottradnensky, Bryukhovetsky, Dinskoy districts, and Tuapse District were not explicitly detailed, some contextual points can be highlighted.

The Russian government and regions have been pursuing mechanisms like debt cancellation and reducing debt servicing costs to free up financial resources, which can indirectly support broader economic development and potentially improve local revenues. These measures allow regions to redirect funds from debt obligations towards socio-economic priorities and investment projects.

Economic growth in Krasnodar Krai has been relatively strong in recent years, with a 45% rise in gross regional product from 2021 to 2023, primarily driven by local industry expansion and import substitution policies. This growth could contribute to improving overall budget revenues, including non-tax sources.

Lagging municipalities often face challenges in improving their own revenues. While the precise non-tax revenue measures for individual districts are not documented, regional policies often combine grants, investment incentives, and debt management tools to support weaker areas.

Agriculture remains a key sector in the region, with strong grain and wheat production in Krasnodar and adjacent areas. Enhancing agricultural productivity and leveraging agro-industrial complexes might be a strategy indirectly contributing to non-tax revenue through fees, rents, and service charges.

At the meeting, Vice-Governor Luzinov also emphasized the need to strengthen cooperation with the bailiff service to reduce existing debt. He highlighted the need to activate work with the underperforming territories and set a task for the mentioned districts to reduce debt by an average of 10% by the end of the year.

The consolidated budget received over 10 billion rubles by the end of the first half of 2025. Land rental payments, the sale of land plots, property, and shares, as well as rental of property and dividends, are other significant sources of non-tax revenues.

Nine municipalities of Kuban have demonstrated the best indicators in non-tax revenues to the regional budget, with Abinsky, Apsheronsky, Yeisky, Kalininsky, Krasnoarmeisky, Ust-Labinsky, Belorechensky districts, and the cities of Anapa and Sochi leading the way.

Land rental payments contribute over 6 billion rubles to the main sources of non-tax revenues. The Vice-Governor's call to action underscores the importance of addressing debt and boosting non-tax revenues in Krasnodar Krai, particularly in the underperforming districts.

For more precise details on municipal non-tax revenue measures in Krasnodar Krai, examining local government publications or budget documents directly from Krasnodar Krai's official portals or finance departments would be the next step.

In the context of the meeting and the expressed concerns, it's plausible that finance strategies for business growth could be a focus in the underperforming districts, aiming to boost non-tax revenues. To achieve this, the Russian government and regions may explore various mechanisms such as debt cancellation or reducing debt servicing costs.

Given the Vice-Governor's emphasis on strengthening cooperation with the bailiff service, improving debt collection could potentially free up financial resources, which could be redirected towards socio-economic priorities or investment projects, thereby bolstering non-tax revenues.
