**Rhineland-Palatinate's KIPKI Program Empowers Municipalities to Drive Climate Action**

Rhineland-Palatinate, a state in southwestern Germany, has launched the Communal Investment Programme for Climate Protection and Innovation (KIPKI) to support municipalities in their efforts to combat climate change and promote sustainability. With around 7.5 million euros in funding, Ludwigshafen is one of the many localities taking advantage of this initiative.

The purpose of KIPKI is fourfold: to promote climate protection, encourage innovation, support the transformation towards a climate-neutral Rhineland-Palatinate by 2040, and help municipalities reduce greenhouse gas emissions effectively. It achieves this by funding energy efficiency, renewable energy use, sustainable urban development, and innovative climate-friendly projects.

Eligible applicants for KIPKI include municipalities and municipal organizations in Rhineland-Palatinate. The types of funded projects range from investments in renewable energy systems, energy efficiency measures in public buildings, expansion of sustainable mobility infrastructure, innovative pilot projects, to the development of local concepts and plans for climate action.

The programme typically offers co-financing grants, where the state covers a part of the project costs. It focuses on capital investments rather than operating costs and may require municipal co-financing or contribution.

Managed by the Ministry of Environment, Energy, Food and Forestry of Rhineland-Palatinate, KIPKI provides technical advice and support for project planning and implementation, as well as application guidance and assistance in navigating funding processes.

As of 16th June 2025, approximately 70 million euros from the flat-rate funding have been paid out. Notable projects include Frankenthal's investment in a bicycle parking tower, LED lighting for sports halls, balcony PV systems, and an LED exchange day for citizens. In Pirmasens, several schools have had their windows replaced, while Worms has electrified its fleet.

Many municipalities are using KIPKI funds to build photovoltaic systems on municipal buildings, including storage capacities. The Rhein-Hunsrück district plans to supply 77 properties with a free-field photovoltaic plant and large battery, aiming to save 1.4 million tons of carbon dioxide annually. In the Verbandsgemeinde Herrstein-Rhaunen (Birkenfeld district), 1.3 million tons of CO2 will be saved annually due to a more modern energy supply for school buildings, including a pellet heating system, converted hot water supply, renovated roof, and photovoltaic system, with around 650,000 euros from the KIPKI fund.

As of late January 2024, all 194 eligible municipalities in Rhineland-Palatinate have submitted applications for the flat-rate funding. The Verbandsgemeinde Südeifel is planning a serial renovation of a primary school and a sports hall, with digital planning and standardized prefabricated elements. Landau has set up funding programs for balcony PV systems and shading measures for kindergartens and schools.

KIPKI is a state funding programme for municipal climate protection worth a total of 250 million euros. It is divided into two main blocks: 180 million euros for a flat-rate subsidy for associations of municipalities, cities, and districts, and 60 million euros for a competition under the responsibility of the Ministry of Economics.
