This promise came during a meeting with Alexei Repik, the head of "Delovaya Rossiya."

According to the Kremlin's website, Putin stressed the importance of examining the potential return of companies that departed from the Russian market due to "unfriendly" nations. This analysis will take into account the interests of Russian investors.

Senators have hinted at sending recommendations to the government on the criteria for foreign companies rejoining the Russian market. These recommendations might include evaluating the behavior of these organizations, such as funding for the Armed Forces of Ukraine, and the protection of local producers who have stepped up in the absence of foreign competitors.

Previously, Russians expressed eagerness for the return of specific brands.

Currently, Russia is implementing stricter criteria for foreign companies seeking a comeback. These criteria prioritize domestic industry protection and national interests. Some of these protective measures include:

  • Case-by-case government review of applications with a focus on localization commitments, technology transfers, and investment benchmarks.
  • Domestic risk assessment opportunities for Russian businesses to voice concerns about potential market disruptions from returning companies.

Key criteria for foreign companies seeking readmission include shifting production to Russia within set timelines, establishing R&D centers and joint ventures with domestic partners, and transferring proprietary technologies to Russian entities.

Additionally, repurchase clauses from before the war will not be honored, and returning firms must negotiate new deals that account for current owners' interests. Companies producing goods targeted for domestic replacement face closer scrutiny to prevent competition with local manufacturers. New rules also restrict unofficial imports, incentivizing manufacturers to return via official channels.

Foreign entities are barred from regaining majority stakes in critical industries with war-related sanctions being a significant factor. While no major Western firms have applied so far, South Korean companies like Samsung and Hyundai are reportedly considering a return amid ceasefire discussions. The finalized policy remains under development, with domestic producers lobbying for strict limitations on returning competitors.
