Arab Nations Establish Arab Customs Council in Pioneering Act

In a significant step towards enhancing regional integration, the Arab Council for Customs Affairs has been established during an extraordinary meeting of Directors-General of Customs in Arab countries. The new body, a specialized body within the framework of the League of Arab States, aims to facilitate collaboration and integration of customs policies and procedures among Arab countries.

The Arab Council for Customs Affairs is designed to strengthen customs collaboration by harmonizing customs regulations and procedures to simplify and unify import and export processes. It also promotes the exchange of information and best practices to improve the efficiency and security of customs operations. The council will develop joint programs, training, and capacity-building initiatives to enhance the technical skills and capabilities of customs administrations.

Moreover, the council will support the facilitation of legitimate trade and combat smuggling and customs fraud. It will also enhance the mutual recognition of authorized economic operators and customs clearances, thus speeding up cross-border trade within the Arab region.

Kuwait's Acting Director General of the General Administration of Customs, Fatima Al-Qallaf, praised the decision, describing it as a "qualitative shift" that will give structure, continuity, and institutional depth to Arab customs coordination. Kuwait participated in the meeting with an official delegation led by Fatima Al-Qallaf, which included Mohammed Al-Muwaizri, First Legal Officer and researcher at Kuwait Customs.

The council's creation follows intensive preparatory work, including legal deliberations in June, and the council's bylaws were finalized by customs legal officers during these discussions. The new body is expected to offer a more stable and effective mechanism for collaboration, replacing the traditional annual meetings held in the first quarter of each year.

The decision will be submitted to the Arab League's Economic and Social Council for formal endorsement during its September meeting. The establishment of the Arab Council for Customs Affairs marks a turning point in joint Arab customs efforts, reflecting Kuwait's active role in promoting unified customs policies across the Arab world.

The League of Arab States, which seeks to draw closer relations and coordinate collaboration among its members to safeguard sovereignty and promote economic integration, will benefit from this cooperative approach. Such customs cooperation contributes to economic growth, trade facilitation, and shared security objectives across the Arab world.
