In the bustling landscape of the Russian job market, five regions have emerged as the frontrunners in terms of increased HR manager salary offers during the summer of 2025. These regions, in order of ranking, are Saratov, Udmurtia, Vladimir, Murmansk, and Ivanovo.

The analysis, conducted by Avito Jobs and Avito Services, reveals that staff recruitment was one of the most sought-after HR services, accounting for 16% of the demand. The supply of staff recruitment services also saw a significant boost, increasing by 16%.

In Udmurtia, HR specialist salary offers experienced a substantial 25% increase, reaching an average of 74,421 rubles per month. The region of Murmansk followed closely behind with a 24% increase, offering an average of 81,538 rubles per month. The Ivanovo region, too, saw a 22% increase, offering an average of 66,691 rubles per month.

Interestingly, the average HR manager salary offers in the regions of Udmurtia, Vladimir, Murmansk, and Ivanovo are higher than those in the Saratov region. However, specific salary data for HR managers in the Vladimir region for 2025 were not readily available in the search results.

In the Saratov region, HR manager salary offers for specialists with one to three years of experience increased by 33%, reaching an average of 64,412 rubles per month for a fixed schedule.

The demand for HR record-keeping tasks also saw a surge, increasing by 12% and supply by 44% in the summer of 2025. The 'Resume Assistance' service accounted for 3% of the total demand during this period, with a 33% increase in demand compared to the same period last year.

For more senior and management positions like HR Business Partner or HR Director, salary offers can be significantly higher. These roles often require a more comprehensive set of skills and experience, which is reflected in the remuneration packages.
