Russia-Kazakhstan Border Chaos: Delays, Costs Soar Due to New Regulations
Trucks carrying goods between Russia and Kazakhstan face severe delays and increased costs due to new regulations and inspections. The situation has led to significant queues, particularly at the Russia-Kazakhstan border.
The average delivery time between the two countries has more than doubled since March 2023, reaching 13-14 days. This increase is largely due to the 99% of goods that now undergo customs inspections at the border. The Samara customs office is conducting additional checks on goods that have already been cleared in Kazakhstan, further slowing down the process.
The new tax requirements in China, effective October 1, have also contributed to the congestion. Exporters, especially cross-border e-commerce companies, must now provide detailed transaction data to Chinese customs for real export verification. This has led to large queues of trucks from China at the border, with the volume of traffic congestion reaching 7.5 thousand units. Most of these queues consist of trucks carrying dual-use goods and 'suspicious items' subject to sanctions.
The increased inspections and regulations have led to a 25% year-on-year increase in the cost of auto-transport between Russia and Kazakhstan for January-September 2023. Trucks are facing restrictions on passage on the Russian side at checkpoints like 'Sagarchin-Zhaisan' and 'Syrim-Mastakhovo'. Currently, 2-3 thousand trucks are queued at the border in 'Mastakhovo', with delays affecting goods cleared in Kazakhstan.
The current situation at the Russia-Kazakhstan border is causing significant disruptions in trade. The increased inspections and regulations are leading to longer delivery times and higher costs. With no immediate signs of change, businesses are advised to plan accordingly and consider alternative routes where possible.
