Restriction of Project Budgets for Smaller Companies: Maximum Allocation Set at 2 Million Dinars by CAPT
News Article: Central Agency Issues Circular to Promote Fair Competition in Public Tenders
The Central Agency for Public Tenders has issued a circular that aims to ensure fair competition in the bidding process for infrastructure, construction, electrical, and mechanical works. According to the report published by Al-Rai daily, this decision will be effective from October 1.
The circular instructs ministries, public bodies, and government institutions to issue tenders exclusively to companies classified under the third and fourth categories. The value of these tenders should not exceed 2 million dinars, and projects worth between 1 million and 2 million dinars may be restricted to third and fourth categories, or third only.
The aim of this decision is in accordance with the Public Tenders Law, and it is based on the availability of a sufficient number of qualified contractors in the third and fourth categories. The decision also states that projects with a value less than 1 million dinars must be awarded to fourth-category firms.
The circular emphasizes the importance of specifying classification conditions in tender documents to ensure a level playing field for all eligible bidders. This move is expected to increase competition among contractors and improve the quality of projects delivered.
It is worth noting that the search results do not contain specific names of companies qualified by the Central Agency for Public Tenders to tender for infrastructure, construction, electrical engineering, and mechanical works above 2 million dinars from October 1. However, the circular does not affect the tendering process for projects valued above 2 million dinars by companies classified under the first and second categories.
The decision to issue this circular is part of the government's efforts to promote transparency and fairness in public tenders. By ensuring fair competition, the government hopes to attract more qualified contractors to participate in public tenders, ultimately leading to better quality projects and improved public services.
