Squabble Over Farmland Turned Guesthouse Ortage in Altai Republic Settled
In the Republic of Altai, a contentious matter regarding a piece of farmland converted into a swanky guesthouse near the picturesque Katun River in Manzherok has come to a close.
Locals moaned about a gated residential complex popping up where crops were meant to grow, masquerading under the guise of a "beekeeping facility." The establishment, nestled between the stunning Kayanchinsky rapids, had garnered quite the notoriety in the republic.
The individuals behind this sneaky land grab had been operating in the shadows for years, using a familiar scheme in the region to acquire the plot. In 2017, LLC "Ozerное" snatched up 20 hectares of land without a bidding war, as it was designated primarily for agriculture. However, their true intentions were far from tending to the soil, as they paid just 40,000 rubles - a mere 15% of the property's cadastral value - for the land that would later be transformed into a money-making resort.
The land was then chopped up into manageable plots and sold to deep-pocketed buyers, who then splurged on constructing chic guesthouses and residential complexes. In violation of the law, they reaped their ill-gotten benefits, operating their illegal structures until November, when some were demolished. Nevertheless, as the ban on transactions was still in effect, attempts were made to resell the remaining plots in defiance. After pressure from regional leader Andrei Turchak, oversight agencies were called upon to scrutinize the illegally acquired lands.
An investigation by the Altai Republic's prosecutor's office revealed that the landowners had been creating an unauthorized settlement. They sold land plots to private and corporate entities, who then erected residential and resort-style structures, resulting in a thriving community of extravagant guesthouses on farmland. In an effort to deceive authorities, these resort developments were branded as "honey storage facilities," "pigsties," "beekeeper's homes," "beehives," and so forth, mimicking beekeeping operations.
After a lengthy dispute, the Altai Republic courts finally brought a decisive end to thecase.
- Andrei Turchak explains the outcome: "Property rights on land plots ought to be terminated, and the lands ought to be returned to the Republic's ownership. In our efforts to fight such injustices, we will remain steadfast. Our goal is to establish a land bank for the Republic and allocate plots to those who duly deserve them."
- The regional head expressed appreciation to the republic's prosecutor's office and expressed confidence that collaboration to rectify past wrongs would continue.
