Modernizing Germany's Motorway Bridges: The Current state and Challenges
Over 200 highway bridges were upgraded and revamped last year. - In the previous year, modernization projects were conducted on 212 motorway bridges.
Germany's motorway bridges are in a precarious state, with a significant portion built in the 60s and 70s struggling under modern traffic loads. The Federal Ministry of Transport has identified approximately 16,000 bridges under its responsibility as being in poor condition, with around 6,000 needing replacement and another 10,000 needing repair or upgrade.
The Government's Plan
In an attempt to address this issue, the Ministry has set a target to renovate 4,000 bridges by prioritizing those along the trans-European transport network (TEN-T). To finance these projects, a €500 billion special fund is under consideration, with each German state allowed to borrow up to €15 billion for infrastructure works.
Regional Differences
While the plan aims to tackle the issue nationwide, certain states like North Rhine-Westphalia and cities like Magdeburg are facing more severe challenges, with 30% of the state's highway bridges and a major bridge at Damaschkeplatz in poor condition, respectively.
Progress so Far

Last year, at least 212 bridge sections were completed nationwide. Initially, the government intended to renovate 400 bridges per year, but this has not been realized yet. In August 2024, the federal government had contracts for around 347 bridge sections, with some projects taking longer than a year to complete.
Green MP Julia Verlinden's View
Green politician Julia Verlinden considers the current figures a clear task for the incoming federal government. She advocates for prioritizing renovation and maintenance in the budget and halting all planning and construction permits for motorway new construction projects until the renovation target is met. She cites recent accidents involving motorway bridges in Dresden and Berlin as evidence of the importance of prompt renovation work.
Notable Projects
One of the notable projects underway is the Rader Hochbrücke near Rendsburg, set to start construction in summer 2025 and be completed by 2030. This project involves building two separate bridge halves to maintain traffic flow on the A7.
- Vocational training programs could play a significant role in addressing the skill gap in the industry, as the renovation of motorway bridges in EC countries in 2022 requires a workforce familiar with the intricacies of large-scale construction projects, particularly bridge repair and maintenance.
- The transportation sector, facing the challenge of renovating numerous bridges across Germany, may benefit from financial support to scale up vocational training programs to combat the shortage of skilled workers.
- In the upcoming years, the number of completed bridge renovation projects might serve as a benchmark for assessing the effectiveness of scaled vocational training programs in the transportation industry.
- With over 347 bridge sections under contract and several projects taking longer than a year to complete, it is crucial for EC countries to explore innovative solutions, such as optimized vocational training programs, to ensure the timely completion of these crucial infrastructure projects.
