"Omskgorgaz" ordered to reevaluate costs for in-home gas equipment servicing due to double work controversy

A recent decision from Omsk's regional Antimonopoly Service (UFAS) has mandated OAO "Omskgorgaz" to cease a questionable practice dubbed "double work" in the technical servicing of in-home gas equipment across multi-apartment buildings. This change comes in response to citizen complaints over allegedly inflated service costs, sparking a debate on efficiency, transparency, and consumer protection.

According to UFAS records, concerns about the company's pricing strategy were raised by tenants in buildings along the Irtysh Embankment, All-Union Navigator, and Karbyshev. Following examinations by government inspectors and prosecutors, a case was filed against Omskgorgaz.

The contested practice, as stated in UFAS documentation, involves including duplicate tasks in the scope of work for in-home natural gas piping servicing within multi-dwelling units. This duplication results in the unnecessary repetition of work and artificially increased costs for these services, undermining the interests of numerous consumers.

By the deadline set by UFAS, Omskgorgaz is required to revise the costs associated with servicing in-home natural gas equipment across multi-apartment buildings.

Upon analyzing the case, UFAS found that certain tasks related to the check for gas pipeline integrity and technical servicing of said pipelines are repeatably performed, inflating the overall cost of servicing.

In the Regional Administration, it is only legally permitted for organizations with the status of a distribution company to offer services related to the technical servicing of in-home gas equipment. There are four such authorized companies, including "Omskgorgaz."
