In a joint effort to improve traffic flow and reduce congestion in Cebu City, the CCTO, Land Transportation Office, and Land Transportation Franchising and Regulatory Board have launched the Discipline Zone program. This program enforces stricter compliance with rules against unauthorized bus stop extensions along the southern corridor.

The program aims to reduce severe congestion caused by indiscriminate loading and unloading of provincial buses. Since its implementation, compliance has been high, with fewer than 20 buses apprehended for violations.

However, the sudden enforcement has sparked controversy among bus operators and passengers. Bus operators argue that the enforcement was too abrupt and lacked consultation, while many passengers complain that the policy makes travel costlier and longer.

Under the new rules, provincial buses can only travel point-to-point, from their origin straight to the Central Bus Terminal (CSBT), without stopping anywhere else inside Cebu City. This has led to students and workers who normally get off along N. Bacalso Ave. having to pay extra for jeepney rides from the CSBT.

Instead, they prefer the installation of official bus stops, which would allow for more convenient and affordable travel options. Discussions on the final locations of these bus stops are still underway and must go through the Traffic Management Board before any implementation.

Another aspect of the Discipline Zone program is the confiscation of licenses and the issuance of temporary operator's permits for drivers caught illegally stopping. This measure is intended to ensure adherence to the rules and alleviate traffic bottlenecks.

The Discipline Zone program is part of a larger initiative to improve traffic flow in Cebu City and provide a safer, more efficient transportation system for its residents and visitors. While the program has faced some criticism, its positive impact on reducing congestion cannot be ignored.
