Approximately 11,000 households are granted financial assistance for renting from the state.
In a press conference held at the Central Communications Service under the President of Kazakhstan, Bakytzhan Zhunisbekov, the Chairman of the Committee for Construction and Housing and Communal Services, outlined housing plans for citizens and the nation's construction sector for this year.
The construction industry forms a crucial segment of Kazakhstan's economy. Last year, approximately 18.9 million square meters of new housing were commissioned nationwide, equivalent to roughly 170,000 apartments. Over 30,000 of these apartments were constructed with state investments, and around 9,000 preferential loans were issued. Plans are in place to continue constructing housing and implementing additional measures to ensure citizens access to housing this year. The construction of 12,000 apartments under mortgage housing and the acquisition of more than 5,000 rental apartments are among the initiatives planned, Zhunisbekov stated.
As of now, approximately 652,000 individuals are on the housing waiting list in the country. These citizens are provided with rental housing based on their turn, with at least 20% of apartments earmarked for orphans. Since 2022, some citizens have been receiving subsidies of 50% of their rent. Currently, around 11,000 families are receiving state support for housing rent.
In addition, housing certificates are issued by akimats to cover the initial payment for preferential mortgages. Over 2,300 such certificates were issued in 2024, and more than 500 were issued in the first quarter of this year.
Preferential mortgages serve as another state support measure for improving housing conditions. Citizens on the waiting list can receive loans at 2% and 5%. In 2024, over 3,800 people received preferential loans, and more than 950 acquired housing through loans in the first four months of this year.
Under the "Nauryz" mortgage program, plans are in place to issue 12,000 loans annually for socially vulnerable groups. More than 1,500 people have already taken advantage of this program in the first four months of this year. Legislative amendments aimed at reforming housing policy have also been made. Housing will now be distributed based on the date of registration on the waiting list and the family's income level.
While not directly providing housing for citizens, Kazakhstan's new Golden Visa program may stimulate growth in the housing market by inviting foreign investors to put at least $300,000 into Kazakh companies or securities. Additionally, the government is launching numerous projects in rural settlements, focusing on modernizing infrastructure, improving utilities, enhancing social facilities, and upgrading roads to increase the comfort and quality of life for rural residents. Furthermore, Kazakhstan, with significant Chinese investment, is building 100 eco-villages, which will be energy-independent, sustainable, and provide passive income opportunities for residents.
